if starfleet was the only representatives of starfleet then we would see more ambassadors who were members of starfleet, but we never do, all of them were civilians.

regardless of the extra things starfleet does, its still the military, it has all teh gunz.

All Ambassadors seen were civilian, nothing says Starfleet officers have to retire to change role. We don't know how Starfleet works in that area.

The Insurrection novel had him helping to upgrade something at a Federation colony (can't remember if the film had it), implying he was Starfleet at the time of the Ba'ku incident. Though we can't be sure that wasn't happening during the War, considering it happened during the same year as the second half.

insurrection was set near the end of ds9 s7, near the end of the war.

i think its sensible to extrapolate from over a dozen known appearances of ambassadors being civilian, that ambassadors are civilians. i dont think the klinks would be offended by a starfleet ambassador unless they could use that as the basis of a diplomatic complaint for some reason. i think that the federation would not let a starfleet officer be an ambassador, they would say that its risky.

Ambassador does tend to a civilian thing, though we've only ever seen specialists who would most likely be only a fraction of the total ambassadors. Both sides are speculation heavy.

Didn't Admiral Jameson do roles an ambassador would normally do?

jameson did negotiation, which is certainly diplomatic, but was a temporary thing, that we have seen captains do as well.

it has some similarity to ambassador, but ambassador is more permanent and requires the ambassador to regularly spend time near the command centre of the alien government. ie qonos for the klinks, near the high command. while a negotiator would meet in a neutral location and the parties present would mistrust each other more than the negotiator.
