No, best canon estimates for the total population of a Galaxy class (namely the Ent-D) are just over 1000, which includes both crew and civilians, but I expect over 2/3 are civilians.
TNG takes place over a large area of the Enterprise and civilians are rarely seen aside from Ten Foward. Most seen in the backgrond (and foreground) are unnamed Starfleet officers. Civilians on Galaxy Class are probably outnumbered by goldshirts alone.
Even if civilians are allowed to live onboard, it is still a military ship and I doubt military personel will be outnumbered by civilians.
