i remember the Klingon Attack on DS9, i remember sisko talking gawron out of it saying "it would give victory to the dominion".  The kittomer accords were broken, but i dont think open war had been declaired.  there was an attack, the feds survived, but "You sided against us in battle, this we do not forgive, or forget".  i believe that was what gawron said to sisko after there little game of "Photon torpedo tag". 

i assume it was like a USA & USSR thing, no open war, but lots of dirty looks back and forth.

the fed-kling war started a short while later when the klings attacked fed systems near their border that were weak.

well, wasnt that changling martok pulling his strings?

i'd have to rewatch them to have a better grasp for further discussion.

i just loved Dukats (being a dick)  "well, here you are at the klingon cerimony thing. your on your own for a ride home,  suck it"

Yeah, that was the changeling version of Martok. He is also the one who started the war with the Cardassians.

The retreat twice thing is simple.  First retreat recalled all the forces who hadn't claimed territory as spoils of war.  General Retreat (the second one) recalled EVERYBODY.
