well i cant see the cardassians ships being mothballed as they are still a race and they still have territory to manage i can see them using there remaining warships for more of a police /"coast guard" kinda thing enough ships to keep order and prevent piracy that kinda thing and im sure they will still build warship but perhaps not large battle ships like the galor and keldon class just newer patrol or smaller ships in size ...similar to that of the saber class and they probably wont be allowed to build lost of ships ever again.
