Cardassians are sopposed to become a NPC race, but the devs are still woking on it. if you want you can check out the mod "Final Frontier"(yes, a mod of a mod^^) wich is still in progress and aims for a fully playable cardassian race. I don't really do 'mods of mods', though will check it...

hah, joinng you guys online may have to wait a while.. the Dominion are giving me a run for my money at the moment, and last time I played online (standard A2) was against a guy named Freyr. I had my ass handed to me in under ten minutes.
