That's misguided: duels in Fleet Ops have been played many times on non 1v1 maps - that attitude is just a result of people seeing X number of start positions and thinking they can't play on larger. Most players in fact automatically say "no, can't play on that map, wrong number of start positions". This is rather silly, because the "best" 1v1 maps tend to have nearly as many moons as 2v2 maps, and can be the same size as well. This holds true in 2v2, 3v3 etc as well. For instance, Holidays at Risa is a "6 player" map, but is actually played as a 2v2. Many 2v2 maps can be played as 1v1 maps, and are quite good for that purpose. The trick is not to get too large .
