are you referring to this comment?

if you are planning to play a non-cloaking race, veto Blue skies. I played a lot on that before, and both the distance between the main base's and the layout of the expo's make it horribly biased towards cloaking races. Duel II is the closest to be a good tournament map in my opinion. (even if it's pretty boring for most of us)
I really suggest you do not trust this source and experiment yourself. This proves almost nothing as to how it is "biased" towards cloaking races.
In my perspective ''Blue Skies'' offers more than what Duel 2 offers. In this case more than ''3 lanes'' If Elim is stating that having more than 3 lanes against cloak races is over powered then I must advocate the following:
Starfleet Command is over powered and must not be used in matches,
Klingons cannot build from their Battle Yard,
Dominion must not build more than 5 of a single type of ship,
Romulans must not build their Intelligence Center AND Cloaking Generator,
and finally the Borg must not build more than 2 miners + no other ship except Scout cube and Probes + No other stations except Borg nexus and Transmission Matrix.
Basically I am trying to say this:
Blue Skies = enemy is forced into getting cloak detection to protect themselves and those who don't need to learn how cloak and "anti-cloak" works.
Duel II = enemy is not forced but may research cloak detection and naturally cannot adapt to different situations presented.
