Why The Akira Class Never Has Torpedos

how about this, the base akira fires three photon torps per "combat round" while the avatar with the upgrade akiras can be refitted with a quantum torp module that fires 2 quantum torps per combat round? (by combat round i mean the rate at which the weapon fires)
