well back onto the subject, i believe, that all ships shoulden't have tractor beams, i believe not that many occasions demand them, besides, in A2FO 1 ship is not that important, and usually when you strike, you have enough to destroy them even if 50% of your ships are destroyed, derelict, whataver.
it is a sweet idea though, meybe only cost. ships or a support ship?
this topic opens up alot of other questions too, let's see, FO tells us beams can basicly be used for 3 purposes, repairing, assimilation and as a holding beam. Why not add a 4th purpose, perhaps as a special weapon on support ships or any kind of vessel, it can also be used as a repelant beam(seen in bridge commander, ST starfleet command 2,3)
So why not bring back the beam completelly redone, let's say it can repell the ship and keep it out of medium range(it would look funny if the beam repelled a ship beyond long or arty range), and to further the new feature, it isn't necessary for the ship emmiting the beam to stay still, the target ship could carry it around with it, but couldn't fire at it, since the ship would be out of range for a pre-designated period of time(untill special energy was disscharged) this would work great on small ships with long range, but could only be effectivelly used against ships with medium or short range weapons.
