Having said that, in the Titan novel (i know it is not canon) the Remans, being a slave race, managed to put together a fleet by salvaging ancient Romulan designs.
A possible Reman NPC faction could make use of Romulan Bird of Prey and retired D-7 cruisers. Refitted with more modern weapons but with relative weak shields, slow cloaks and low speed.
Overall not enough for a full avatar or race, but perhaps interesting enough as a minor NPC faction.

We know, that thalaron research is forbidden. So maby the Romulans get the construction plan of the Scimitar and build a new version with out an thalaron generator. It would be very nice, if the Scimitar would added. Maby as Mod? Can someone do that?

I'd not mind the Remans showing up in some form. Not sure about an avatar but I imagine they'd probably have some small rebellion force, maybe an NPC race. 
However I never quite understood how a slave race built one of the most powerful warships right next door to the Romulan homeworld... especially considering how the Romulans are well known for like... knowing everything that's going on and all that.
They can keep eyes on the activity of Fed civilians throughout the alpha quadrant yet don't see that giant doomsday weapon being constructed within their home star system?

Your slaves in your own home are the last people you'd expect it from. It's always the last place you look that you actually need to look...
Scimitar will likely be in as a map unit. What happens to it after that is up to the modders.

im with tun on this, even if they somehow had a place to hide a shipyard, where would they starship grade hull materials. and warp coils and torps etc. miners wont have them and its hard to buy stuff like that seeing as you need to get these weapons into the romulus capital system. im not sure how accepting they are of trade, but i'd bet they inspect every incoming ship if they allow trade.

The Tal'Shiar would hopefully not be so stupid... after all... one would presume they'd keep as close an eye on their own slaves in Star Trek Prime as they would their citizens...

agreed, nemesis was an action film. picard went all he-man by single handedly fighting his way to the bridge (some pacifist), then battering re-man redshirts over the bonce with his gun, which then conveniently broke (starfleet cost cutting measures means new guns are made of plastic
). then his holster failed its only purpose in life, holding his phaser in place. so he had to shish kebab shinzon. the final battle between enemies was a massive cliché, and if it wasnt for data showing how he is more human than humans (cliché) the weight of all that cliché would have destroyed the ship anyway.
my favourite part was when he gave troi the keys, and her first action was to crash the ship, just like what happened in generations. women drivers
god help riker hopefully riker will give troi the keys to the titan so she can have a hat trick of totalled ships.

Probably not by the next version, there's multiple higher priority tasks to sort out first.

i think that the thalaron thingy gave it a huge power boost, so a version that isnt a doomsday machine would be considerably weaker. that way it could be a map object but not be stupidly op like a borg cube.
