Sisko's fate was never specified other than 'with the Prophets'. There was an implication he would be back sometime and he would the same age as when he left thanks to no time where they live.
If he ends up back in the 'normal' reality, he probably woudn't be in the right frame of mind for Starfleet service for a while though. He would also still be a captain, leading a single fleet at most.

You sure he would get back in a captain's chair after his rogue actions against the Cardassians?
And if so, I still doubt they would grant him a vessel like the Phoenix again, or really important tasks.
And then he'd still only be captain

Captains brandmarked like that probably won't get an admiral's post.

Maxwell was arrested and taken for court martial and may not have been called back, despite later being proven correct. Resisting Enterprise and going back to Cardassian space probably wouldn't help his case.
He may have gained a role as a civilian advisor though, and you could have an avatar representing that instead of the military aspect. It could be justified as you advising and the military listening.

Or come the dominion war, starfleet NEEDED capable captains, realized he was right and he managed to get another command.

Guys can we agree on some things here, in the FO guide that the Galaxys won't be built anymore. If you watch TNG they see an Ambassador and its like a fifty years older then Galaxys. Also Descents are experimental so they wouldn't just go crazy building them. Plus you might not think it, but everyone who plays multiplayer regularly is terrified of E2s out of the Antares yard because the Feds are already super powerful and one of the best ships of the Feds that early would be GG in no time

Since time is an issue with pre existing characters in fleet ops, why not just have Data? Sure, he blew up but why not just exploit the B4 loophole and bring him back that way?
On the subject of the Galaxy class. As much as I like the class, I have to agree that it probably wouldn't be under construction anymore.

You could, however, make it so that you would be x times more likely to get a galaxy through warpin, as that admiral.

Prehaps remove or lower the odds of the Ambasador/excel and other older ships (IE: Centaur thats coming eventually) from rikers warpin, have rikers galaxies be more common for warpins, and come WITH the venture refit and quantum torpedos.
Have higher ranked riker galaxys get a refit button to become galaxy X types.

Prehaps remove or lower the odds of the Ambasador/excel and other older ships (IE: Centaur thats coming eventually) from rikers warpin, have rikers galaxies be more common for warpins
This sounds good but please god no E2s from Antares, I know I keep bringing this up but sorry its terrifying sounding

If they come from antares, they should recieve a nerf.

But then it is more like the E1 and the Fed late game does rely pretty heavily on the E2, it does add a huge help to fighting other late game races

Prehaps add the Luna class in that spot, and remove the E2 entirely.

I still think the galaxy could be buildable for a Riker avatar. It's been seen that certain admirals have pull, aswell as keep unique vessels for their personal command ships, and could possibly have special vessels commissioned. It's not unreasonable that Rikers affiliation with the Galaxy class could lead to some nostalgia and possible new commissions regardless of Starfleets position on further builds.
The e2 needs to stay in the eraudi yard the galaxy should also be their with the same tech requirements. The Luna class should go in the Antares with a chassis lvl 2 requirement. This makes the most sense and places these vessels in unique places in the tech tree in comparison to the other fed avatars. The fed warp in should be adjusted to not include the galaxy and the percent chances be adjusted accordingly.
