At which point, you get things like the name-change on that harry potter book.
Original name - Harry Potter and the Philosopher's Stone.
American Name - Harry Potter and the Sorcerer's Stone.
The detail-based old definitions of those titles? Philosopher's Stone is an alchemical thing that is supposed to, if you can actually make one, be able to catalyze things like changing lead into gold, curing any disease, restoring life to the recently dead, removing the effects of aging...basically, the perfect thingie. Sorcerer? Old meaning is that it's someone who summons demons.
A minor example of tossing out details twisting something around.

However, the name was changed since, while the original name is the Philosopher's Stone, it had been called the Sorcerer's Stone in America before the book; it just wasn't exactly the most common name for it so if that was the reasoning it's something of a culture research fail. Also, the modern meaning of sorcerer is synonymous with wizard.

Why? Only because of some quacking and feathers? We haven't even opened the barrel of tar yet. 
Anyway, for those who have played 3.1.4 for the dominion it should be obvious why veterans are capped.
The mixed tech with their improved abilities/stats currently do not have a cap. If you think two dreadnoughts approaching is bad, imagine a fleet of 20.
Also the cap keeps veterans/hero ships unique and that's worth a lot.

Anyway, for those who have played 3.1.4 for the dominion it should be obvious why veterans are capped.

There are ship caps for dreads so uncapping vets would not mean you have more than 2 dreads.....

Personally, I'd like a random chance of whether a ship can become veteran (and still a cap, since I don't wanna see RNG controlling a battle much), so that most ships never get beyond double gold bar, and some never get past the gold/silver rank. This way you aren't guaranteed a vet if you have an officer rank, so no level grinding (hunting miners with only officer ranks.) Also would fit the idea that not every captain is a hero.
Or maybe all ships still could, but it would require transferring some hero-like personnel and tech, and thus not be a "one second double gold, next a veteran." Maybe 30 seconds where it can't use weapons (for safety) but extra power to the shields. Not sure about the same thing for transition from gold/silver to double gold, as that might be too much time without weapons, but maybe it would be nice for ships to be sort of vulnerable while becoming semi-uber as well as uber.

I think it was an example. Uncapping veterans would be the same as uncapping Dreadnoughts, since both are capped for the same reason; a high level of power.
