I base it on having never had it succeed earlier than single gold, and then it was uncommon until double gold.  At 10 supply a pop, a string of 'no effect' is a serious problem.  Especially since romulan ships are not cheap on the supply side.

Based on what Dom just posted, I may just have horrid luck with it.

well originally nukey was quitting again, but then he came back and the thread kinda went off topic talking about the em scube exploit. the original idea of the topic, that nukey was quitting, has been resolved and nukey is back with us. so the thread can be safely closed.
