Actually Troi did NOT have a combadge, she was kidnapped and had none of her starfleet equipment, so you obviously dont need a homing beacon to beam to a ship while its cloaking. Also we are talking about beaming to a ship while its cloaking are we not? You point out that they have "toys" (which i already stated) to help beam over, true they do, however once you get your first group on the enemy ship as Dom already pointed out they can just use the existing combadges to lock onto. Honestly with all the evidence im suprised you dont think its possible.
Now if were talking about a fully cloaked ship thats been discovered that brings up some other variables which may make it more difficult, but the topic started with beaming to a ship while it was cloaking so thats primarily what im looking at.
Also heres another example, Star Trek IV. They beamed a people several times to a cloaked bop, just another instance showing cloaks NOT blocking transporters.

I can only speak for myself, but I think we are not.

Concerning beaming on and off ships beingin the process of cloaking i fully agree with you as well as with dominus statement

As I can't remember that szene, these were enemy vessels right? And wasn't there any "trick" with it?

Star Trek IV was the one where they went back in time to save the whales. Kirk and co stole a bop from some kilingons in STIII and were using it to return to federation space, neverless the end up cloaked parked in the middle of some park and transported several people throughout the movie, all the time remaining cloaked.

To be fair, the BOP wasn't moving at all, and they were the ones transporting through their own cloak.

Motion is relative to the observer. We cannot presume that the BoP was in perfect rotational synchrony with the planet below, no?

However, the coordinates of the people beamed where constant at the time of beaming, relative to the bird of prey, which is presumably what is required.

Which BoP? The one from the movie had landed on planet, while the one that took Picard to Romulus was presumably about as still as a ship could get in space.

I was merely reiterating the fact that cloaks do not block transporter beams, weather it was from a stationary object doesn't really matter.
