Boy i hate handing out info like candy, but i'll provide names and positions of the 3 avatars:
Legate Parn: Military
Council Head Garak: Reformist
Rokan: Politician (just a nondescript cardassian that we're using, name may possibly change)
No we won't require TUN's avatar mod but i'll work with him to ensure that our mod maintains compatibility.

Heh i could easily explain their survival

Info on Parn: Following the Dominion War Parn aligned himself with the Directorate, a political group hoping to restore Cardassia to its "former glory". Parn was concerned that Cardassia could one day join the Federation. (DS9 novel: A Stitch in Time)

Garak!

Rokan: Cool, Cardassians have a history of latching onto other races and leeching tech and such from them... So i'm sure thats where he can come in.

Overall great choices! Good stuff

Yep, rokan gets such stuff as a buildable ferengi marauder and cloaking devices for all first yard ships!

The mod's progress is coming along well, and i present to you a complete bio/info set on the Hideki class:
Hideki Class Multirole Scout
11 Offensive Value
10 Defensive Value
8 System Value
Costs:
129 Dilithiuim
48 Tritanium
4 Supply
Armaments:
Spiral Disruptor
Bio:
First seen in the 2370's as a light scout and patrol vessel, this class worked well to help secure the orders of the Cardassian Empire. Recently refitted, it still serves as a scout and a destroyer in large numbers. Rumors are that Council Head Garak is installing special systems in some Hidekis that allow it to fire on two targets at once.
As a final note, let me paraphrase a certain company's disclaimer:
THe information contained in this thread is preliminary and may be subject to change.

Isn't tha hideki a little cheap for its rather advanved power compared to other scouts?

Seriously, duel targeting?!? it should be twice as much, or very low powered.
Note, In TNG, the Cardies had RED phasers just in case you didn't know.

I'm sure it's all accounted for in the balancing... for instance, if the Hideki is designed to support the weak Galors etc in fleet action, then the price makes sense. If it is just a scout, then no it probably doesn't... maybe.

Their TNG weapons tended to change in each episode they were in. Plus by DS9, they were more like a pale yellow color.

It's a scout /destroyer hybrid. It's cheap but takes a while to build. Oh and i forgot to mention that Parn gives at a 3 offense value boost, and Rokan (probably) gives it a cloaking device. Basically something you'd build early game or whenever you nead a cheap ship.

Nice model, the stats IMHO are a bit strong. Just one question: Rokan is just a generic politician who wants to usurp power (or something like that) and garak is the one with the Obsidian Order background. Why not switch their bonuses? Cloaking tech gleamed from the joint op with the tal-shiar would make some sense... Unless of course Rokan is working with another power who has cloaks, which is very possible too.

Garak is now a reformist leading the Detapa council and is more of a defensive avatar. Rokan? well, we don't have much of a story for him beyond the fact that he works with other races technology and that he prefers to boost system value of ships.

A defensive reformist hehe theres irony there
Sounds like a good explanation though. Out of curiosity will you be using any ship designs from, BotF, A2 or Dominion Wars? Dont feel pressured to answer or give away info like candy, i'm just trying to help.
