The Kling one is tied with Roms, cause it's
a:cheap
b: powerful
c: cloakable

Nope, because the Rom one is:
a: decently cheap
b: has a large sensor radius and detects cloak
c: cloakable

I guess the best solution to all those crappy scouts is just give all of them cloak detection, make it different in it´s application however.

Feds: must be researched

Klingon: a decloak mine would be nice, you know everything klingon must be a weapon. 

Rommies: refit the scout and voilá ....

Dominion: maybe something like a sweep around the ship that decloaks enemy ships in that area for a certain time

Borg: Cloaking is irrelevant, Hiding is futile

Maybe you could give the Feds scout a retreat special that would allow it to warp bak to your nearest allied starbase.

Well, the Borg can get cloak detect thru the research station... but I think the Fed and Dominion scouts need something unique. Don't think I ever see people building those after they've been destroyed... unlike the Romies or Klings...

The E´Djen class is nice, but very limited, since you only get them with fed tech.

May be going out on a limb here, but why not just replace the Venture Class with the Danube Class Runabout? Personally, I like the Runabout a lot better as a ship anyway...

or even the delta flyer...actually I really like the so called venture class.  I think the issue now is that that is a used name, and it is weak.
