2th was in 1992, someone made a game for that back then.
the 40th was legacy's aim, but they missed it by a few months. even though it would have been nice to have it on time, i'd much much much rather have the game finished than on time. i would have accepted a delay of a year to get a game that is passable, as then i would get the years after of fun, but releasing it shitty early means i got far less fun, just earlier. and then they never really attempted to patch it to a standard.

But you should know something about them if you're interested in RTS games. C&C is on par with the Blizzard games in terms of shaping up what we see as balance in multiplayer RTS's today

i only played 1 c&c, tiberian sun, i thought it was crap.

They had lots of personality and were instrumental in showing where balance has the hardest time dealing with unique races that are not mirrors of one another (Warcraft 2 for example).
C & C 2: Red Alert was a great example of races that were unique and had their own balancing issues as a result.

You're missing out. Red Alert and Tiberian Sun, despite the less than stellar graphics, had excellent gameplay and decent (excellent in the case of TS) stories. The franchise went to shit after EA took over, but that's to be expected. Red Alert 2, especially with the hard to find CannisRules mod, is still on par with just about anything out today in terms of creativity and fun. Just don't touch Tiberian Twilight, Generals, or Red Alert 3 and you'll be fine.
As for this patch, I'll be quite blunt in that I have no idea how an issue as catastrophic and unbalancing as the passive doubling was missed (I'll preempt Boggz by blaming Dom), but I'm fully aware and minful of the fact that the devs have lives to lead that prevent them from having the time to release a new patch every few weeks whilst also arguing about Miley frakking Cyrus. I'm hoping to see a fix and new release soon, but I'm also certain that it will be well worth the wait.
By the way, you guys really need to do some work on the Feds before you do ANYTHING else with the patch. Poor race is still so underpowered.

I'll just say for the same reason that nobody on this online community noticed for more than a month, and yet people were praising it in the meantime for being so balanced

None of us noticed that the passives were bugged for a really long time. I think the fact that so many (myself included) praised 3.1.5 as the most balanced patch to date even BEFORE we realized it was bugged. There should be no blame nor hard feelings to go around at all

Even with the passive bugs this patch is still so balanced and its still lots of fun to play with

My guess is a hurried release causing it to be missed in testing.
