I can see it to some degree, especially in the red. If theres not enough people to DO the repairs, it will take much longer, plain and simple. And even for the klingons, someone has to LOAD that torpedo launcher. Im a munitions specialist by trade, and I know, fewer people means slower production, which in turn means fewer enemy toys going BOOM!
