Well i suppose "Reformed" is too strong of a word. I think it would make more sense to say that it is a part of the Dominion that supports what Odo is trying to do. Of course the Dominion and specifically Founders as a whole would be divided when it comes to Odo's ways which is why the main factions of the Dominion would be divided by it's avatars (Puretech=Old Ways, Odo= hopeful reformers). Odo's side would be too small to make any major changes to the Dominion but it would be big enough to keep some of its priorities in check.
Also on the subject of the Dominion. Are the Breen, Puretech, and the future Son'a avatars going to be given actual character representation or will it just remain as general parts of the Dominion?
Edit: Why not have Tomalak from TNG as a Romulan avatar? I think it would be safe to assume that he rose up through the ranks after the Dominion war assuming he did not die.
