Romulan Intel Center Ideas

I think the intel center should have the ability to inspire revolts on planets far from the battlefield. These revolts could cause only two warp-ins to show up (maybe one is busy dealing with the revolt...or maybe it got destroyed), cause sabotaged (by the revolutionaries) replicators to waste supply, or even occasionally cause a reactor to go critical (revolutionaries again.) You wouldn't be able to control what the result is, and security systems on starbases or bigger ships would stop them from blowing up...most of the time. This would introduce a feeling of uncertainty to facing the Romulans, you never know when a nearby colony might reject your control and keep your Galaxy-class from coming to your aid
. Another cool ability for Romulan intel center would be to make one of your enemies stronger by giving them tactical intel on another enemy of yours >:D, so that they attack that enemy, while you build your fleet of D'Deridexes :guns:.

Actually, THAT gives me an idea for the Intel center, and a purely classic romulan manuver.
A targetted ability, aimed at a starbase, that causes a number of NPC ships to arrive and attack. The classic 'make our enemies fight each other' romulan approach. Things like Gorn, Orion, Ferengi, Tholian, Cardassian, etc. The Romulans simply adore framing their enemies for acts of hostility against each other, so the Star Empire can sit back and watch.
Then, if things go according to plan, mop up the aftermath.
Perhaps have it with several options...
For a small amount of supply, you can trigger some minor raiding. For a slightly bigger supply, you can trigger a raid that's more than an annoyance. For a signifigant amount, you can cause an attack, and for a ridiculous amount of supply, a full scale assault.

The Dominion put more focus on that than the Romulans, the Romulans only bother with preventing serious alliances from happening (like the Federation/Klingon one).
