so crew deaths is intrinsic in the real feel of k-cel white.
I know it's more canon than what I said, but it would be hard to balance, and if they did make running out of k-white kill off the crew, a lot of people here would complain, because they can't (or don't like having to) maintain the economy behind the fighting. I know it is realistic, that all wars need a strong economy behind them to keep them moving forward, but the people who would complain don't like having that level of strategy. Though I, personally, do like the idea.

actually it is the best balancer for the dominion style of quick ship construction. it in fact would function as the sole anti-spam element for the dominion.
What was proposed was that each dominion ship use up a certain amount of k-cel white. this is not an amount that goes to the construction of the ship the way supply does, but it is a ratio of the existing amount of K-cel white. This will be a bit like borg priority but still different.
To exemplify - the dominion will start with a starting amount of K-cel white. This amount represents teh amount tht can be allocated to maintain each ship in existence.
The jems will start to build ships. Although the ships do not use this resource on construction, they are using up an amount of this by virtue of their existence. As long as they exist this amount will continue to reduce at a specific rate.
The replenishment of this k-cel can take place only at a specific station called the K-cel white facility.
In order for this facility to be unlocked u need to have the main research facility of the dominion and the primary shipyard.
It is at this station that rate of depletion optimizations can also be optimized (through research). miners can mine moons and replenish this by docking at the yard, but their contribution should be kept minimal.
In the example, if we take the starting amount of k-celw hite to be 100. We will then have 1 jem fighter depleting the stock @ 1 per 10 seconds (for example), the higher the crew complement of the ship the higher the rate of depletion. if we take 50 as base for the jem fighter crew, the v-16 with 450 crew will deplete 9 every 10 seconds.
Once value reaches 0, crew on all jem ships and stations will start to die at the same rate (9 every 10 secs or 1 every 10 secs etc based on the rate of consumption of the supply).
Depletion of crew will occur on all dominion installations at the same rate (rate based on ships alive drawing from the pool).
The only way to stop the deaths will be to either get more supplies of kcel. Or to decommission or destroy or abandon the ships that are depleting the resources.
In addition to the crews dying at this rate on dominon ships, the crew on stations will start to die, and recrew will be deactivated.
all ship construction comes to a halt.
also, once a ship dies, its rate of depletion will be taken out of the pool. Once all ships are dead, their rate of depletion will all be taken out.
Deaths on stations if occurring before a ship is dead - for example, all remaining in the dominion fleet are 1 v-16 with 450 crew, 1 shipyard with 350 crew and 1 sbase with 1100 crew, the shipyard will be crewless first. (once we beam over say 10 cerew to a ship, it again goes into the pool of reducing k-cel supply or crew from all installations)
The shipyard does not go towards reducing the rate of depletion.
however, once the v-16 dies, the rate of depletion is now 0 and all crew on remaining installations stop dying. so the sbase will survive.
This is the extreme case of course, as users are supposed to focus on managing this supply ratio/ration.
To complement this, dominion ship construction rates will be quicker than even the klings. making them easy to spam, but difficult to keep alive after and during the spam. this is what the dominion are known for, just as the borg are known for fewer ships with very high durability and attack.
Balance will be done by the mods by specifically tweaking the rate of depletion per ship.
This would bring the Founder/Player's focus more on managing these K-cel ratios with the fleet.
Dilithium trilithium etc will be as usual. supplies will be as usual. but we can now include a slight drop in supply cost per dominion ship.
In all I do not see any balancing problems here - at least nothing different from what initially may be raised when hearing about how Borg gameplay is to be differnt from the regular races. But atm we are all happy with it (aside from a few lag and click click fiddlness to the interface).
These changes are geared to bringing the Dominon back to the FO Dominion and not having the current alpha quadrant gameplay style with only a minor variance of supply costs and supply mining.

The best part about that is the way that it drastically changes the way the the dominion would be played making them very different than all of the other races.

Well, I stole a Sphere once...accidentally. I got this wild hair up my ass that i was going to try to beat 7 computer hards using only the dominion War Frigate. I forgot to specify what races they were, so when the first of the Borg arrived, it was greeted by 5 full fleets of those little boarding bastards. I was slaughtered by cubes shortly afterwards.
