The pirates are composed of many factions and races.
And advanced technologicaly ships are obtained from the Black Market but not similar to original ship.
For example:
An ambitious Romulan engineer sells the idea of cloaking to pirates, the pirates try to adapt this technology to their ships, but the cloaking is not efficient as Romulan is.
So we can see pirate ships having cloak device with limited time because the unbalance of energy consumption. Ships with imperfect cloaking device are expensive and one type of ship will have this.
Of course, ship of Corvette Class os lesser.
But imperfect cloaking may be useful when the ship lose the shields and cloak to get away from the area of battle.
And the imperfect cloak is useless to ambush the enemies.
To ambush the enemies, pirates must to hide in nebulas.
So, there is an idea to make a station that sells pirates and mercenaries ships.
It's a good idea, is similar to "Star Wars Empire at War". Turns the map more dynamic and enjoyable.
You buy pirates ships to send to the enemy and delay the evolution of him.
Other idea of pirate ability is the Hack ability.
The pirates can hack turrets and sensors and change the side to them. But first, must to low the shields of turrets to hack after.

wait... if a station sells pirates and mercenaries ships and you can only buy ships from getting Debris Points through kills... don't you need a large pool of debris points to start with cause at the early stage there aren't a lot of ships and you don't get a lot of kills. Not to mention that the OP states that the ships are weak :pinch:

Both completely irrelevent; Arissa was Idanian not Orion, while those O'brien met were Farian, Human and an alien that resembled a Cardassian.

It was started by them, that doesn't mean they remained in charge. Groups change leadership, but not always the name.
They might still be in charge or at least still involved, but we haven't seen the Orions themselves post-TOS.

Of Course, a player will begin with a pool of Debris Points to build light ships like Fighters, Corvettes and Frigates.
Destroyers, Cruisers and Carriers are expensive and will need much more ships destroyed to generate Debris Points.

Like a lot in DS9 I think the Syndicate was a bit of a joke, in TOS and ENT they were military force, while not an official one, they had ships and attacked the other powers. We never saw that in DS9, which makes me believe due to the size the superpowers got they may have had done away with ships and gone to more sneaky methods, such as assassination, racketeering and extortion. It's also probably a reason why they had members from other races, so they could get in and out of places a full blooded Orion wouldn't.
Also in SFB, Orions had several casts, operating in different sections and within different empires, all interdependent and only joined forces when it suited them such as going after a big kill. They were however generally nothing more than an annoyance.
Actually more often than not they are bought and refitted by pirate factions, they are cheap but not very well armoured.

Very nice. This is the idea, derelict ships captured and refited. This is the pirate spirit.
