One Strategy is destroying weaker ships like Freighters / Mining Ships to accumulate resources.
Freighters / Mining Ships give more resources because the Tritanium and Dilithium they carry the Pirates can sell on the Black Market.
If the destroyed Mining Ship doesn't have Tritanium or Dilithium in the cargo bay, the resource acquired is smaller.

Yes.

Pirates aren't a military faction. Pirates doesn't have the technology that Federation, Romulan, Dominion, Klingon and Borg have.
But they have the fastest ships and pirate ships can avoid most damages although they are weak to resist the damages. But they have a great chance to dodge Pulse and Topedo type weapons.
We can see ships composed of Stolen Parts or Military Chassis sold on the Black market.
We can see a Pirate Monsoon for example, but without Federation SHield and weapons, is a lighter version of Monsoon with weaker shield and weapons.
But the same design and other color.

So we might have Ferengi Traders as an option for these pirates as an increase in salvage operations and possibly add some better Black Market rates for a price.

Actually, there's been talk about having a NPC station that sells units that would otherwise not be available (i.e. Ferengi Marauder, Cardassian warships, etc.). Perhaps the AI pirates could help to fill in this role somewhat, have their ships attack still but their station be friendly, do kind of a mercinaries-for-hire type thing. Itd make things difficult for a player faction though, so its just a thought.
Although itd probably be better if it wasn't that way, it would probably make it more complicated. It would just be easier than if you had both the station and the pirates on the map at once (For AI at least). Maybe have a option for either the station or pirates, so you wouldn't have both?

OOOOOO what if that NPC station idea that is being tossed around could be the Pirates "Starfleet Command" that takes a pirate or commandeered ship type and replaces it with a higher tech ship of the same or similar class. Maybe we could use a fleet cap as well as kind of veteran system that gives a one hit wonder type weapon or a fire and fry itself weapon.

A class based "average" or "minimum" debris recovery amount for instant mining on target death or debris "cloud" mining.
Maybe a "Combat Replacement" feature for some ships that uses automatons and reductions in complexity of systems for quicker repairs but less total crew and/or boarding parties. Basically a stripped down Klingon tech based ship run by a few dozen crew and automatons that can keep the ship going longer in a fight up till you have crew casualty inducing impacts.

Orions seem more TOS, Maquis were mostly killed off by the Dominion, how about something similar to the Pirates from Elite Force, they had a mixture of Terran Empire, Klingon, Hirogen, Malon etc. Something like that would be awesome.

There are indeed numerous shady organizations or pirates in the Fleet Operations universe, so I'm sure we will find a few once the faction redos are done.

Might work, or we could set each ship a value based on how good the ship was, with mining freighters getting more for how many materials they have in their holds.
Another option is to set the amount gained by the number of resources a ship is worth; therefore, a support vessel would be worth quite a bit compared to a cruiser, which makes sense since they have all that specialized equipment and advanced technology

However the Orion Syndicate was still active in the late 24th century (DS9). It is absolutely possible they had some agent's wars at the time rather than being in conflicts themselves.
