I guess I should post the extended version of my civilian idea here

Basic Civilians:
One can build a civilian station, they then receive 1 crew per 5 seconds. That civilian station can build a training facility module, they will then receive 3 crew per 5 seconds, as the population grows the amount of crew per second goes up. Civilian stations increase the amount of mercs around aswell. Civilians have a bit of an AI of their own. When the population grows, they send out construction ships that build, note that all or atleast most civilian ships are unarmed and some unsheilded. The construction ships can build civilian colonies. Taxes also aid. One could set different taxes. The higher the taxes the less the population will grow/build. If the taxes are too high, the civilian population will start leaving. If too many, civilian ships/stations are destroyed they start leaving. Civilian population lives on colony bases/ starbases and outposts. If they are angered there is the potential of a spy, someone sabotauges a small vessel or something. If ur population has a strong security force, (created by security modules to buildings) then the traitor will be found soon, if not allot of small ships could be destoryed during repair. After each 5,000 citizens u receive a technology credit. Civilians however do not move 5,000 at a time. They move slowly. They may also build special civilian technology, such as improved life support, improved shielding. Improved engines. The happier teh civilians are the more will come. Spies can be hired by races to start causing trouble. Loyalty is gained through respect, so the better u are the less problems u'll have, spies will be have higher costs the better they are treated. Farming colonies farm food, food is then distributed to the people, making them happier, replicators can only replicate the structure and temperature of food, not the way it is made. Sounds complex yes but adds a whole new way of playing the game

That sounds cool, like a Sim City idea. I bet it would be possible.

yes, but it would be hard work to get those things workin and balanced... maybe if they increase the members of the modding group, it would be possible.. but now when im reading that stuff.. pfew... it looks like a year(or so) for scripting balancing and shyt like that...
