Canon doesn't disagree with them being buildable, they were being built even in late Voyager and production never ended in canon...unless you meant FO canon.

*Facepalm*... riiiight... I guess than you didn't see all the talk about Mayson and Risner--because clearly those folks were mentioned in Voyager

*Head hits keyboard* Are people serious when they say that Galaxies should not be buildable? Come on! The Galaxy class is one of Star Trek's most loved starship! IT SHOULD BE BUILDABLE!

The Galaxy will not be buildable (and is not) in Fleet Operations for the aforementioned reasons. Namely cost effectiveness, size, and more modern chassis being more capable.

Just think of it this way; You are not able to build the Galaxy Class, but maybe some are still built off-screen (in other sectors that are far from the peril). With a few of the Warp-In ones being recently built.
