well, theres an old saying,
i had an axe, i changed the handle and my father changed the blade
might as well just make a new ship then
but i like the design personally, with a few small tweaks

I think the Federation has plenty of ships as it is and we haven't even exhausted the list of canon designs that could be added (Olympic-, Prometheus-, New Orleans-, and Nova-classes, to name a few). To me, the ship looks like a kitbash (remember the Sovula-class that used to be really popular for A2 before people figured out how to make original ships?) and there are a whole plethora of canon ships that look better.
It'd be nice to find some sexy Klingon, Romulan, and Dominion ships to go along with all these new Federation ships people are proposing, right?

Somewhere I proposed some new Romulan and Klingon designs however i dont remember if it was this thread or another. As for the Dominion I do not have very much experience with them to propose new designs.

The hard part about comparing the feds with the others is simply the lack of known designs, sure the feds have the advantage of being the center point of every trek series therefore they obviously get more attention.
For me personally its the eye candy that Ive come to appreciate. I would rather have a couple different designs for the feds that are equal in the role they play in FO but just add to the visual diversity.
For instance, having the nebula variants is more about diversity in my opinion. all three known designs should be equal in Defensive, Offensive and System value. If I wanted to make them different from eachother, Id suggest variation in special weapons. Now that might change those values a little but adding them into the fed list wouldnt change overall balance.
Another way of breaking up the the different designs for warp-in might be to make certain vessels dependant on chassis research perhaps only the newer vessels.
So say youve built starfleet command and warped in some vessels without chassis research you get 2 TMP Mirandas and an Excelsior, but once you have researched the first tier now you might get a Nova or New Orleans or Ambassador mixed in with the first group.
Obviously this is just an idea so that people cant swarm with high powered warpin vessels early, it also breaks up the warp in so powered vessels could potential become a part of the game without being useless.

My opinion exactly.

I'd expect some difference between the varients, aside from looks.
