They would, but the basic design of a ship will limit it to certain tasks. I think, the Galaxy would be able to last at least the period the excelsior would do, but not with the tasks a souvie can fullfill.

The problem for the galaxy is, that it can mount a massive amount on module slots, but will never have the combat abilities like a souvie refit could do, because it wasnt designed that way. The Galaxy only got 2 torp launchers, one on the front with a limit to the down arc and one at the aft that is pretty wide in fire arc.

The souvie can fire upwards, downwards, front and back, while it can utilize the same, if not more phaser firing arcs with multiple phasers overlaying the other. So the souvie is a much better frontline vessel than the galaxy.

This will increase the survive-chance in critical situations, while the galaxy could fullfill more roles like evacuation, long range support, command & control and even mobile base characteristics, science tasks as well as diplomacy.

In the spectral view, the galaxy is wider, while the souvie is better suited for "firework" while at the same time holding long range capabilities.

In a game, I would expect the galaxy to have more specials than the souvie, but with a lower combat performance. And this is the essence of fleetops. ;)

The Galaxy has the same style of Phaser arcs as a Sovereign, not being able to fire in the same directions would be strange considering the phaser also cover the full-range. Galaxy's have also fired straight down several time, with multiple weapons on the same arc (despite an apparent fear of using non-saucer ones). Multiple shots from the same weapon at the same time isn't new, either. For Torps, you simply add more launchers in the same way the Sovereign did, it has more than enough room on the ship.

The Sovereign only has faster and stronger weapons, replacing the Galaxy weapons (like the Lakota) with the same ones would correct that.
