The borg seem to underestimate the federation, but if they realy wanted to they could send hundreds of cubes to atack the federation but they havent...

The federation could not stand an atack from the borg (a big one any way), or romulans, the kligons would be fools to atack and it would end in a stale mate and hand control of the quadrent to the romualns who would sit back and build up a fleet while the kligon and federation fleets become completley destoryed...

In the last episode of TNG where the romulans had been conqured, not only being an alternate timeline it was before the dominion was ever conceved as a majorly huge thing muchless the dominion war thought of.
