IF that happens i hope there will be a constriction time similar to the Nebula turret construction.

I suggested a solution for Romulan turrets a while back:
Part 1: allow the turret to regain special energy on its own. This gain will be slow enough that a turret is still limited to 10-some shots before it's drained and then its rof is so pitiful it's not worth mentioning. But at least the turret can regain its functionality if left alone for a while. The idea of letting singularity gens recharge turrets was a good one, but the purpose of a turret is to cover your base while your fleet is away. A mechanic where you have to send your fleet back home kind of defeats the purpose.
Part 2: turn the Romulan turret into a mobile unit without engines. What this means is that constructors can use their tractor beam on the turret to move it around, although this is a really slow and vulnerable way to project power.
I can see people trying tactics like tractoring cloaked turrets to the enemy's mining, but like the dode turret this strategy can be sniped easily while setting up and the Romulan player would have to keep a singularity gen around to power the turret. The only race that could have a problem with this is the Klingons since only their mass-seeking missiles can detect the turret but once a turret is out of power, its dps is so low that it can't kill anything.

Yeah that's fine.
Hell, slow building mine fields would be better than what we got now.
