Borg and the Nebulas

Probably the reason Newton repairing Borg has not been banned is that there isn't wholesale agreement. Although I don't really want to start up the argument again (there is a thread on it afterall), I don't think it is as bad as has been portrayed on a few occasions - especially considering the sacrifices that must be made to get that ship out and in the field (and at high power) in the right place. With uneven opponents though, of course it can be taken advantage of. That being said, I definitely agree that some changes are warranted to make it more mediocre.
