Assimilator/Shpere have too much HP

there is no "weakest" race, most races have there strength and weaknesses, you just need to learn where. Oh and you need to think around the corner at some points

More Precisely... here is the current Line-up.
Early-Game:

- Dominion
- Romulan
- Federation
- Borg
Mid-Game:

I take it that's the lineup you've figured out from playing offline? I notice especially you think Borg has the weakest early game. 
Here's my lineup, from playing online since the beginning of June (this is not taking into account OP units such as Spectres):
Very Early (Destroyers, Fed cruisers):
-Borg/Federation
-Romulan
-Klingon
-Dominion (no good ships building until after proto finishes)
Early (Warpin time):
-Federation
-Klingon
-Borg/Romulan
-Dominion (weak defensive values lead to even proxy repair failing)
Early-Mid (non-Fed cruisers appear):
-Federation
-Borg (Spheres)
-Romulan
-Klingon/Dominion (both above Romulan with early advanced yard)
Mid (cruisers dominate the map):
-Federation
-Romulan
-Borg/Klingon (critical mass starts obliterating Spheres and BoPs drop like flies)
-Dominion (some weak ships are still around, including S2 which is needed for support)

-Federation
-Dominion
-Romulan/Borg
-Klingon

Both of your lists are innacurate and based on little evidence. the only race that is stronger than another is the feds, and they are slightly stronger than all the other races at most stages of the game.
this is ignoring op stuff like spec spam.
the dominion isnt weak, just hard to learn. practice more and u will get better at them.
and even in early game the dominion can be strong. make 2 yards and u can get a lot of ships out early on. ask elim to show u his early dominion rushes.
in the early game the klinks can get out a rush of ships, as can borg. fed usually put up a turret and get warpins early, which is strong.

Would agree with Myles on this one although I agree with Nebula's placement of the Borg on his list. Very late game even a large number of cubes will be overrun by masses of ships generated by any other race. Due to their size they cannot effectively support each other.
Anyway, making lists of who is the strongest is very subjective. A master of playing Klingons may put Klingons at the top of the list for whatever stage of the game and say to everyone else that they just don't know how to play them properly

Yeah guys ... let's not get too crazy on making "lists" for the newer players to feed from.
"early game" and "late game" are different depending on the map type as well, so before you guys go and start saying who's best at what time, try and ....
uff ..... don't even care anymore

Regarding the OP, that's a common problem. If you play online you will find spheres and assims do NOT have too much HP, in fact they usually feel too weak when you use them. That's because online you have to fight when you only have 1.
The AI is a horrible cheating AI, on hard mode I think its ships cost 1/5 of normal, on insane it's 1/10 (or maybe 1/10 is hard...)
So when you play against the AI you will get gobs and gobs of ships spread out over the map, with most races you can build defenses and pick off ships a few at a time to keep their numbers down. But with borg, they won't really come after you until they have what amounts to a massive armada of borg ships. Also the AI will retreat damaged ships, but it'll do it too late to work for any race but borg, which means a borg AI can defeat 2-3 AI's of other races on its own.
If you have to use instant action, you can modify the AI build cost, when I want to test an early build I usually set it to double (which means 1/10 *2 = 1/5 normal cost) and that works okay.

Lol the worst thing you can do against the borg ai is wait. You got to stop them before they get the chance to build anything

assimilator is really easy to beat cuz of it's extra slowness, and the only reason sphere feels like it has too much hp is because it's speed and regeneration ability.

sphere's are strong with the ai as the regen ability is simple enough for even the ai to get some benefit from it.
usually the ai handles specials terribly, but regen is one they can use to quite good effect. making them that much harder.
