Create two steam shortcuts to fleetops, and right click on the second one, and under advanced properties or something like that you can edit the commandline use to start the application and apply the switch to use mod "X"
I actually use Steam on my lapotp for launching fleetops, it makes using pandora a lot easier by running it in the overlay rather than in a web browser and tabbing in and out to change the song/station
