Fleet Ops 3.1.4 wont launch?

No sound what so ever as far as I know since the game crashes after the loading screen.

Still having probs with FO 3.1.4, although now the original game has started working.

Its not my antivirus as it does it when its on, off, uninstalled and installed.

I copied the error it keeps giving me:

Other than what I have done I am at a loss what it could be

Bit of an update:

I installed XP in a dual boot alongside windows 7, installed all the same software, drivers, antivirus,  programs and Fleet Ops runs perfectly fine under the XP installation!

So it has to be Fleet Ops not liking my windows 7 install for some reason
