well when i first started playing i had very few people who i could play with because of the internet i had at the time. the few people i could play with also happened to be some of the best players ......so i did more team games rather then 1v1 and be sure to watch lost of replays , observe games when you can , and even do the same armada in a 1v1 game this helped me lots as i was able to play and have an experienced player help control my ships and show me what they can do and  cant do.

I started out pretty rough, (who would have thought shrike spam in team games was bad...  :innocent:) but with a lot of 1v1s with Butters and Timmy, got considerably better.  My best advice is to not worry about win/loss ratio.  If you play against competitive people, the best you should hope for is a 50/50 ratio (otherwise they aren't very competitive).

The best way to get better is to play with people that are better than you are, get an observer, and ask why you lost.  Most people are willing to describe what you could do better....you just have to have a thick skin and a good mental filter.

Pick a couple of non-borg races and jump right in.

When I stopped playing.

Seriously, just practice, especially versus the top players. Even if you get your butt kicked ten times in a row, if the 11th game is against an average player, you'll probably be sweating buckets, thinking you've lost yet again, and they'll "GG" and ask you how you owned them so thoroughly.
