Isn't that a requirement of ruling a Mirror-Universe empire?

Garak, definately. Let's not forget he's the guy that won the war for the Federation

Technically Section 31 won the war by poisoning the founders.

Naturally i say Elim Garak!
The Episode 2x22 "The Wire" alone ensures his Victory!
Bashir: So of the stories you told me, which ones were true?
Garak: My dear doctor, all of them were true.
Bashir: What about the lies?
Garak: Especially the lies.
As for ending the Dominion War that was Odo! He linked with the female Founder
and promised her to heal the Link. After that she ordered her troops to stand down.

TECHNICALLY...
it was Odo agreeing to go home that ended the war.
as for the whole Section 31 thing, the "changling aids" (as my cousin and i called it) would have killed them, but it wouldn't have stoped the Vorta or the Jem Hedar. it was more of a HA, take that.
Garak, single handedly bringing the Romulans into the conflict help prevent a federation / klingon defeat that was SURELY upon them. if not for GARAK, the dominion would have ruled the alpha quadrent.
as for Weyouns greatness. i dont think it was ever ONE thing, simply a culmination of a livelong events. his little nudges here and there and just add up. his wormie-ness, his insencearity, his evilness on a whole new level. like when the federation was about to REtake DS9, his "well, time to go" is simply one of MANY MANY great lines from Jeffery Combs.
in my humble opinion

Well that guy has experience he has played so many aliens in various start trek series that iv lost count but garak was just one to admire, he was a fictional character but he was great, the evil eyes, the devious lies and hilarious well timed jokes best character from any star trek series in my opinion, never really liked odo tho... wasn't much to his character or maybe i just didn't like his character but he seemed boring.

Hmm of the main characters, Sisko probably. Personally I found Odo kind of irritating a lot of the time, and I found his interactions with Quark really cliche and eye-roll worthy.
Of the ancillary characters, Garak would probably be my favorite too.
Of all the series though, I would say DS9 probably had the least interesting characters.

Yep I'm another Garak fan, but you really can't beat the old man in sheer brilliance and wit. Jadzia is at the same time charming, hilarious and just a touch condescending when need be. I totally got what Bashir saw in her. Just the Klingon wedding and her encounter with Sirella were so well done. And yea, Ezri was full fail.

Despite being legendary for being the shows most talkative character...

I think my Favorite DS9 character would have to be Legate Damar. A good Cardassian leader who shared the Federation's thoughts of the Dominion.

Ok, kind of off topic, but why is Nog so short? There's an episode where they show "the future" when Nog is a captain, all old and stuff...and he's still the same height. What?

Because Ferengi are short... You didn't notice that there are no Human-height Ferengi?

Yeah Ferengi are short!
As for Nog, the Actor playing the Character Aron Eisenberg has a kidney condition
that stopped his growth while a teenager.
Funny thing to note the actor who played his Father Rom (Max Grodénchik)
was actually only three years his senior!
Eisenberg was born 1969 Grodenchik born 1966!
