They did; they found the 2 species were co-existing impressivly, especially considering how many others would act in the same place around another races completely unaffected by the same problem. The Menk were learning and progressing because of the co-existence.

But wasn't Archer's main reason to withhold the medicine the idea that it would allow the Menk to acheive their potential, which they supposedly wouldn't while the other species was still there?

As another note, we don't yell at doctors for playing God when they save people's lives.  Why would that be different for other species?

That was their logic; an evolutionary next step requiring the extinction of one for the other to proceed. Their reasoning ignores both evolution and the condition on the planet; namely that the Valakians were the reason they were improving at the rate they were.

The Valakians were screwed by Hollywood's mistaken view of evolution at its worst.
