nope, not the writer's strike, just a budget overrun earlier in series 2. paramount told them to make a show on the cheap, so they had to.

the WGA strike of 1988 took place after series 1 and delayed the start of series 2. S02E01 was an unused script from Star Trek Phase II. S02E02 was a fresh script written after the strike ended.
