In the Fleet Ops timeline at least, the Spacedock is hardly equipped with any weapons - it's something to defend, not a massive weapons structure. In fact, I can't recall a single occasion where that Spacedock fired off even a single weapon - even though it has been threatened on numerous occasions.

Let's see, a Spacedocks fired long distance phasers and large amounts of Torpedoes in Starfleet Command I through III, it was capable of defending itself pretty well in BC, STA totally left it out, and I'm sure there are some more instances in where the Spacedock has been featured in a DS9-like massacre, but not in movies or series as far as I'm concerned.

Order...to shoot KIRK?!

He's right, you don't shoot Honored/Annoying Heroes (that sometimes disobey orders and may make you look like an idiot) no matter what. That's what Court Martial is for

Actually i am probally wrong about this but the only station i ever remember firing at an enemy is DS9

A Dominion planet-side Starbase fired at several B'rel Class before. DS9's the only station we really saw... everything else was normally a 1-episode wonder.
