He wasn't a Captain, but I'm sure many would let that slide. It is Garak, after all.

I dislike the idea of a poll because most of them were good at different things.

If I needed a Diplomat I'd call for Picard
If someone to lead a fight in a first contact gone very bad I'd ask for Kirk.
If I needed someone to fight and win a war I'd call for Sisko.
If I needed someone to break cannon once a day I'd pick Archer.
And if I needed someone to break every law they could find and get themselves and their crew lost, I'd ask for Janeway.

Hard to pick a 'best', because none of them were really good at EVERYTHING.

janeway was good at fighting the borg, so if u needed someone to stop the borg you would call janeway. bribe her with coffee if necessary. kirk wouldnt stand a chance agaisnt the borg, as he cant seduce them. that just created a very weird image in my mind, and i hope in yours too.

archer and janeway are good if u need something done but rules are getting in the way. they will kill and torture to complete the mission get MOAR COFFEE.

archer never had a defining characteristic, his willingness to break the rules was shared by janeway, although he wasnt addicted to coffee. maybe if u need someone to play a water polo match you could call archer.

Archer was Captain in a time where non of the rules Janeway liked to brake existet.
He was Captain on a lonly ship like Janeway but on a weak ship to with a weak starfleet behind him controled by Vulkan. Starfleet was weak enough that klingons, Romulans and a lot of other species could destroy earth if they wanted.
He was the first Captian ever leaving earth. No rules behind him, no idear what awaits him. Like a litte kid exploring the world. And thats how he behaved. And in this context Ent wasn't that bad. The last season was getting better. And even DS9 needed some seasons to be good.

Best Captian. Hard to say.
Janeway the Captian who wantet her crew to survive in every situation. But sometimes she went a step to far.
Picard, the Captian in an old fashiond way. It looked like he knew everybody on his ship personaly. Cared about everyone and a diplomat but when needed a fighter to.  But sometimes to top-heavy.
Sisko, at first he was no captian but just the comander of a little not very important outpost. Becomming a general in war. I think he would be a good chief of a secret agency too.
And he showed also to be a diplomat and scientist and explorer. But he often made a decision out of his stomach.
Kirk, he was before my Star Trek time started.

I would chose Sisko just one-upmanship in front of picard and Janeway and Archer neck and neck.

Hey, I agree that ENT was getting much better by the last season... but it was 4(!) in. Thats far too late. Only thing I really liked out of ENT were the Mirror Universe episodes that were far and away the best of the bunch.
