Being that I'm not a professional scientist, but rather, a historian, theologist, and administrator, I'm going to point out that by pure linguistics, Hypothesis and Theory have the same meaning. An unproven potential explanation or idea about something.
And no, I can't tell you the name of the paper, because I have no source of said papers I read. Last time I heard it proposed was when I was trying to make a nuclear engineer tell me exactly why he was pulling three times what everyone else was from supply.
He apparantly intended to test it on the government's dime, without authorization.

In the vernacular that is correct - but certainly not in a scientific field. I'd even go so far as to say what he stated is conjecture. Sounds like he was just trying to be a smartass really. Unless he was at CERN or Fermilab, I doubt he'd have the available technical tools to even test what he suggested to you

Technically, he had power. He had access to the nuclear reactor on board. But the other stuff? Not so much. He had no common sense though, so I highly suspect he would have tried to use the base power grid, come to think of it. Of course, being a good little admin, I cut him off from draining supply dry.
