It depends, as was said earlier, if somone is just waiting and wont attack, but clerarly could wipe you out easily it gets annoyying, but somtimes, you might think your loosing, but you can actually win,
for instanve i was in a 2v2 with mal, and we both only had like 1 set of moons the whole game, and later lost our bases, but then still won, thanks to miranda 2s, and that freezie dominion thingy and hyperpace, so i dont give up unless its really lost

A 'gg' is good to be given when NOONE in that game can learn anything more by playing it to the bitter end.
This is e.g. the case when there are only 2 teams and one team has a larger force and a notable greater amount of expansions. On large maps, teams, cloakers and so on, where it is difficult to defend the expansions. This point is reached much later. Games of more teams or FFA stay exciting till the bitter end most times.
It is a polite gesture to offer a weakened enemy to say GG, in case you would just blast him to rubble otherwise. Theres no sense in wasting time by just watching things explode.
I absolutly hate it, when peaple ive a GG just because they are pissed because they have just lost their main fleet.

klingons would say: "This is a good day to die"
The Borg would say: "Resistence is futile" - even if they loose
