Considering that the revealed Rhienn veteran ability is 'fire while cloaked', the Vet abilities obviously are formulated heavily to the character of the race.
Which prompts me to remind people who are panicking of the following...
Federation classic character - The ships that just keep going! Not the best attackers, not the fastest ships, but heavily shielded, good hulls, stable systems, and lots of versatility. Just think of the Veteran abilities that can come from that. It might be that a veteran Rhienn facing a veteran Monsoon will find it's attacks basically failing to do anything signifigant for too long for it's health. Veteran Galaxy-class might actually get to bounce a graviton-particle beam off the main deflector dish!
Dominion - Highly advanced manufacturing, medical science, highly advanced tactical sensors. The Dommies may be able to ignore the cloak bit altogether, rapidly recrew like the Borg, get their supply back, and that's just off the racial traits. When you consider ship-specific stuff, their highly specialized non-bugs may well produce some very horrific tricks of their own. I personally suspect that the C-11 Interceptor will get some kind of engine-killer, making it actually an outstanding interception vessel.
Klingons - It's all about the battle, and staying just alive enough to keep fighting. I suspect mega-attacks, terrifying tactical abilities (Like dodging Vorcha or something equally scary), possibly something preventing the last crewman from dying until the special weapon wears off (which would be horribly frustrating to the borg, of course), or nasty passive things like resistant-to-damage systems, multi-targetting, or temporarily tripling the rate of fire for K'vort or BoP.
Just because we know that Veteran Rhienn have a scary ability doesn't mean we should panic. It means we should expect just as scary stuff for the other races, within their themes.
