I wouldn't pay 200$ for that one... It's way too expensive! It might be worth 100 dollars and no cent more.
Edit: If I were you I'd invest a bit more money into a quite acceptable system with 2-4 Gig RAM, Dual Core processors, 100 gb hard drive and a mid class graphics card e.g. ATI Radeon HD 4870.

Well, if you are looking for a $200 computer then I suggest a Desktop, and not a laptop. you would have to be in more of a $300-$400 range for a laptop.
You can find a cheap $200 desktop (usually a dell) that is pretty good. For that amount of money though, you shouldn't get much less than what I origionally posted. OS isn't usually a problem, though you will probably get XP for a $200 desktop
for that amount of money, you should get Pentium 4 or better...mostly better, atleast 2GB of ram, and at least 100 GB on the hard drive.
Though I can't recommend any at the moment(I prefer laptops my self) That shouldn't be too hard to find.

OK. So 2-4 GB, and 100 GB hard drive. Is Dual Core necessary for this game? Also unsure about the graphics card now. But I'll make sure to ask if there is any graphic chip or anything included. I could probably go with a laptop, everything would work fine with A2 on the laptop?
What is OS? something like Windows XP/7

duel core isn't needed, it is just better, but it is more expencive. the hard drive can be as big as you want, and graphics shouldn't matter. I don't think they sell graphics cards that won't handle FO, so anything should work

I see, I haven't ruled out laptops by any means. What would you suggest for a laptop?

well, for a laptop, you will end up spending more like $300-$400, but pretty much any laptop over $300 will be good for what you are looking for. If you plan on using it a long time, avoid acers, dells, and gateway laptops. they will work fine, but the are low end and will not last as long as, say an HP.
If you are willing to spend $450 then look at this thread where I recomended one(I am actually using it atm)

It is quite a good laptop, and has very good specs for a very low price(compared to other laptops of course. Desktops are inherently cheaper)

all computers come with either:
* a graphics card, which is removable and upgradable and expensive, any graphics card from the past 10 years will easily run fo
* a graphics chip, which is not removable, it is on the motherboard, and is not expensive. these come on less expensive computers (both desktops and laptops), like mine.
you should get the best computer u can afford.
the clock speed in GHz is a rough guide of how "fast" a processor is. the clock speed isnt always reliable as a way to guess how good a processor is. roughly if u compare intel processors, then a similar processor with a higher clock speed is better. AMD processors usually have lower clock speeds but still perform well.
the first computer u listed probably wont run fo well.
look for at least 1GB of ram for a good experience.
u can always buy a computer and then put more ram in yourself.
the second computer u listed (the dell) should easily run fo.
if u want a long term investment buy a desktop. they are very easy to upgrade. laptops are very hard to upgrade, the only easy thing to upgrade on a laptop is the ram, and its twice as hard as the same process on a desktop.
if u buy a desktop now, u wont need a graphics card (it will have to come with a chip) but u can still buy a graphics card later and put it in, or have a computer savvy friend do it for u. its a 15 minute job.

Thanks again, some good advice.
I guess I'll just have to think over whether to get a laptop or desktop. If there is no difference as far as playing this game, it is more for other stuff, or future games that I would have to think about.
One thing I guess I didn't ask, but what exactly is the 3.1.0 download? Does it cost money? Or do I just download it here on this site? What does it do? Does it make A 2 compatible with Windows 7 and everything, or would A2 work on a windows 7 without the download? Or is it just for like upgrades, and more ships, and different weapons sort of thing?

fleetops is 100% free. there is no charge for it, nor will there be.
the devs dont want to charge for it, and even if they did want to they couldn't, as the owners of armada 2 would flatten them with an army of lawyers.
to install fo u download these files in the order i link to them:
Fleet Operations 3.1.0 - this is a full install, not a patch
Fleet Operations Patch 3.1.3 - this is a patch, and wont work without a full install
those are all you need to install. they are on this site.

You should play stock a2 for a it before downloading FO. You will see who old and outdated it looks. Then you should install the latest version of FO. There is a major difference. Fleet Ops has made major improvements in balence, game play, and graphics, and its alot more fun.

oh, and the thing about 64 bit
. it is true that 64bit can be...a problem, but it is alot faster, and that computer I recomended was a real deal. worth getting it eith 64 bit for that price.

Haha, yeah, I will probably play the game version for a while. Probably beat all the levels, and then go into FO.
I was looking at A 2, and I'm not sure if this is right ... but I was happy to see that it said there was something like 9 missions for each of the races Klingon/Borg/Federation. Much better than A 1, where you had 4 missions for the 4 races. It seemed like in A1 missions 1 and 2 were pretty easy, and then you got into 3 and 4 and it got a lot better... but then that was it. Would have been nice to have had more levels.
Ha I've been looking through this site...game guide um there are a lot more ships for A2! Or is that just with fleet ops? But it looks really good. Galaxy and Intrepids would be a nice addition to the fleet. Rather disappointed that there was no option in A1 to build galaxy except for the levels where you got a couple to begin with. Not to many of the Romulan
vessels look familiar... but other than Warbirds, never really focused on their ships. Also looking forward to having Cardassians and Dominion as options to play as ... for instant action.
Also want to see the borg and how the tactical cube and fusion cube play out. I've been watching a lot of videos for the game on the web... I always favoured being the Federation or Romulans, but I would always play against several Borg AI's in instant action. lol maybe tactical cubes and fusion cubes will convince me to play as borg.

fo works on xp/vista/7 all fine.
the a2 campaign is kinda easy. and multiplayer a2 is rubbish compared to fleetops.

I tried to play A2 after playing FO I quit 5 min into game and went and played FO
