Maybe it's just the map? I've had models that don't react to light correctly on some maps but work fine on most, even when the lightmap and material settings were fine.

How do I check if the lightmap is on white or black? I use milkshape 3d for models and psp8 for textures.

When doing a lightmap  the only way I know is by croping the sections I want to light and then while they are selected clicking save to alpha channel. I dont even know how to add 'lights' (or the light effect like on the ships name and reg).

There is a list of links in the guide to modding programs, including ones for textures and lightmaps. I use TGATool (in the guide list) because it shows both the texture and lightmap as seperate images.

Just used TGA tool and the smaller pic on the top right had a black background.

If it was black, then the lightmap might not be the problem. Are you sure it's not dark grey?

It might not be the model pack, but some setting on my FO install, or somethin like that.

It's the light settings on the map; I tried it in the same map you used and got the same, but it went pitch black like it should on multiple other maps. The ambient light on that map is set to an obscenely high level, and resetting it to black made it work.

Though my game seems to have disabled the lightmaps on it for some reason... strange.

so far I have only loaded it up in the mapeditor. If its the map, how come the stock FO models work fine? U are right though. Tried on some other maps and works fine.

I don't know why it happens, though I've had the same problem with non-FO models before.

No, I've asked about how they attach them to models before. All I know for now is that the color affects how high or low a section is, similar to how the color of lightmaps affects how light or dark it is.
