In addition to that, being able to build everything by capturing an alien constructor has the potential of ruining balance. On the one hand it would steal resources you could put to better use with your own faction, on the other hand it would give you some powerful vessels you shouldn't have. Except for Borg ones, because none of the other races gets CC.
