You do realize, TCR, what would happen if you shot an Omega torpedo at a Borg ship, right?
Omega Torpedo = Omega production capabilities.
Omega production capability = #1 on the Assimilation list.
Thousands of cubes will surround your worlds, transwarped in, as the Collective moves to claim their ultimate prize with absurdly overwhelming force. They won't hail, they won't give you a chance to do anything. They'll just scan for Omega, cutting beam your systems, and unleash the drones.
Yes, this means that Starfleet has another good reason to get rid of Omega. Borg-lure isn't something anybody should want.

A single Omega torpedo explosion would probably screw up at least an entire sector.

Not to mention I doubt the Ciadan would be very happy with them being native to subspace...

For the Borg, I already have a solution. Omega torpedo right through the Uni-complex. Then upload a virus into the central plexus that destroys the Borg network and all knowledge on how to repair their networking technology. Besides, the Tereanan omega generators are in areas deliberately affected by the omega molecule. Making transwarp impossible. Plus, you have countless chroniton temporal inversion mines to worry about. The Borg would have to expend so many resources just to get to the generator. Only to have the generator self-destruct. You didn't really think it would be that easy for the Borg to get to the omega generator did you? And the Tereanans are at a full-scale war against the Borg.
The temporal inversion mine causes a huge temporal rift that severely damages anything within the field if it doesn't destroy anything in the field. When you're in a full-scale war against a faction that can adapt in seconds, you have to develop technology that's extremely hard to adapt to.
By the way, the Tereanans already knew about the Borg's desire to obtain Omega. As of 2374 when a Tereanan ship was adapting a transporter beam to get the molecule into an adapted containment chamber. The vessel was assimilated promply by the Borg and the chamber wasn't as "adapted" as the Tereanan crew thought it was. It took 8 Borg vessels to assimilate the Tereanan ship.

Why is that? The Borg would have rebuilt the Uni-complex as quickly as possible. Well, there was about a 25 year gap in the war from 2377 to 2402. Where many factions captured and repaired many disabled and derelict Borg ships.

For the Tereanan Empire mod for fleet-ops, the Borg will be able to defeat the Tereanans. I haven't worked out the details yet. Something about not being able to get the models converted!
EDIT:
By the way, what about going back in time to where this "Vyger" probe (Earth in origin) that hit a temporal anomaly, captured by a Delta-Quadrant species that later became the Borg. Go back to just before it hit the anomaly and destroy it. I doubt the Borg would attack it since their survival depends on it hitting the anomaly. And don't give me any comments about the temporal prime directive.

V'Ger and the Borg have no relation to the other, aside from an unnamed race that might have been the Borg giving V'Ger its most recent form.
