Neutronium Armor Plating

I have a question about using the following system for Neutronium Armor Plating.
The tooltip for Neutronium Armor will say this:
I've run into a wall here because I'm going to reduce the shield strength and regen rate to 1/10 of what it is without the neutronium armor to give the effect that the damage done to the shields has not changed. But the Temporal Disruptors would now be 10-times more effective against the shields than they previously were and the Graviton Torpedoes would be twice as effective against the shields than they were before.
How would I balance this out to make sure that the shields don't receive increased damage from this armor?
EDIT: Negating that one small detail about the shields, is this armor underpowered or overpowered?

-90 Percent hull repair rate
+0 Percent hull resistance to Temporal Disruptors
+45 Percent Resistance to Graviton Torpedoes
