well, either make up your own captain or use someone like Barkley or Dianna Troi.

Anything but WHill WHeaton

Captain Reg 'Broccoli' Barclay sound decent, but not Dianna. She does a modest job at councilor, but the only 'Captain' she fits as is captain obvious.

I think it would be good if you pulled a Star Trek character we've only seen once.  For example, you could use Sam Lavelle, who was the ensign that got promoted for the ops spot in the episode, "Lower Decks".  He was in his low twenties then, so 24 years later he would be in his mid to late 40's, the perfect age for a starship captain.  This way you could draw from his experiences on the Enterprise in a sentence or two, and fill in the history of what he's done since.

Peter David does that kind of stuff all the time.  Half of his characters are new, and the other half are characters we saw once in an episode (like Shelby from Best of Both Worlds).  It grounds the character quickly for your audience because they've seen them on TV before, and you don't have to write quite as much background, as they're already established.

I liked Sam Lavelle because he was supposed to be a young Riker.  Eager for command, and maybe you could go into the mistakes he's made or the regrets he's had about going the fast track for command.

Anyway, it's an easy way to write in a character that we know little about, because we've seen them before, and in 24 years (from 2370) he'll have grown, so you can shape the character how you like.

Hmm good points. I'm in the pre-production stage at the moment, looking into what I could do with who. I want this to be a community book as much as anything. So all the input you suggest will be taken into consideration
