I'm not completely sure what you mean, but it looks like you asked if the Cardassians will ever be added as a playable race.  They won't be.

As for the map editor, it's completely different from the game.

Eventually, a few Cardassian ships will become mercenary vessels.  So while they won't be a playable race, you will eventually have access to some of their ships, as I understand it.

deep down i always thought the nebula, should have more firepower than the galaxy, due to its reasearch qualitys.

Dude you really have to learn how to edit posts instead of posting 6 times in a row ....

Look at your own post and click "Modify".  Then you can add more to that post instead of just ... posting repeatedly.

The nebula was a starship, and thus always a force to be reckoned with.  It seems to me being somewhat of a mobile, high powered sensor platform, it should not have the same shield/weapons capacity as the Galaxy, which could engage with several ships at once (firing multiple torps simultaneously at different targets, putting a hole through a Galor class ship in one phaser shot, and such).  But still definately something to be feared by anything smaller than it.  And a very good support ship to boot.  I like the sensor ability in fleetops, and wish I got a nebula more often.  It goes quite well with a couple steamrunners and a few officer ExcelIIs.

If you wanted to make it more versatile, I suppose you could give it a refit option to switch from the sensor fit to a torp fit.  But the devs probly wont do that either as refitting is a romulan thing.
