Well, I think the Sang is due for a makeover from Zeich, so soon it might almost reach the Galaxy's beauty.  :shifty:

Technically the failed interphasic cloak was all Starfleet, as far as we know they didn't base it on Romulan tech, but still.

Well, Starfleet didn't come up with a interphasic cloak concept by pulling it out of their ass... Admiral Whats-His-Name saw the Treaty of Algeron as a huge error on the part of the Federation, so that's why he started the phase cloak. It had to be based on some degree on the Romulan cloaks, since Picard said that the Romulan government would be contacted after they got out of the asteroid

As I recall the Romulans happened to be looking for the ship at the same time the Federation was, I don't remember all the circumstances (it's been a long time since I've seen the show), that combined with the fact that the treaty had indeed been breached necessitated the contact.

There was no explicit evidence to suggest that Starfleet based this device on Romulan technology. Technically the two technologies are very different, a standard Romulan/Klingon cloak simply bends light and other EM emissions around the ship, effectively making it invisible, but even if cloaked another ship could interact with it if they knew where to look. The device Starfleet developed changed the phase of matter so that it can no longer interact with any other matter, allowing it to pass right through other objects and rendering it immune to weapons in theory.

We do see something similar from the Romulans in some episode, but that was a current technology whereas the Pegasus device was many decades old. There was some implication that the device was developed by Section 31, I think.
